Talks about the importance of minority voting and education to accomplish this goal. The second page is a call to the importance of protesting against the system which at the time of the poem denied Chicano citizens adequate eduction. Delgado emphasizes that the weight of the consequences for staying silent are much more severe than those of protesting and being punished.
